DOJ just released report saying Baltimore PD has been breaking federal law and the constitution with a "pattern and practice" illegal shakedowns, racial profiling, aggressive escalation of violence during stops, retaliation for engaging "disrespectful" speech..so on and so on...what a horrible mess.
