[Video] Pasadena, TX cop lectures man on why he shouldn't sit in a parking lot. States that it is suspicious behavior to do so and he will be contacted by the police every time he does it. Cop refuses to give him his documents back and let him go until he is finished with the lecture. 12/18/16
