Toledo to refund 100-plus spurious speeding tickets because cop sat INSIDE school zone and targeted drivers OUTSIDE of school zone. And they only did so after the press pointed out that one of those ticketed, a city councilman, went directly to the chief to get his dismissed... but nobody else's.
