Somebody shared this on facebook from a cop page. How accurate is it?

ImageThis was shared on a cop page on facebook and someone shared it on their feed. I don't know enough to refute it but was wondering how accurate it is. The "almost all had prior criminal records" bit sounds especially false to me.
